On December 9, 1980, a special election was held to determine whether the city of Whitefish would retain their commission executive form of government or adopt a commission manager form of government with a charter. The new form of government was adopted, and a city manager was hired in early 1981.
In 1986 the city of Whitefish voted on four sub-options. The first was districted elections (369 votes) or at large elections (431 votes). The second was no parks commission (249 votes) or establishing park commissions (556 votes). The third was duplicate committees (210 votes) or no duplicate committees (555 votes). The fourth was no police commission review (114 votes) or having a police commission review (702 votes).
In 1991 at the November 6 municipal election the voters of Whitefish approved charter amendments by 340 votes to 269 to increase the size of their council to seven and have the council elect its own mayor. The council elected mayor, unlike the present mayor, would be a full voting member.
