The Madison County Charter, which implemented a five-member commission in 1977, was amended in 1981 to permit the county commissioners to administer roads within their district.
At the 1982 November election, voters were asked to choose between retaining their charter form of government or adopting the commission form. The charter was rejected by an 18-vote margin and the county returned to the traditional commission form. A court order required the county commissioners to be elected from single-member districts.
In 1986 the county of Madison voted on two sub-options. The first was partisan elections (678 votes) or nonpartisan elections (1,586 votes). The second was nominated by district, elected at large (916 votes) or elected by district (1,436 votes).
In 1996 the county of Madison voted on three sub-options. The first was partisan elections (744 votes) or nonpartisan elections (1,358 votes). The second was nominated by district (1,113 votes) or districted elections (1,119 votes). The third was four year terms (1,707 votes) or six year commission terms (526 votes).
