                           May 2025 Flathead 4-H Council Meeting Minutes
                           Meeting called to order by President Kristi Davis at 6:02pm on May 20, 2025  in the
                              4-H Building in the Flathead county fairgrounds.
                           In attendance: Rick Balestri, Kristi Davis, Nevada Hafer, Codi Evenson, Jessica Juhl,
                              Sherry Madsen, Codi Sorensen, Jill Kahanek, Eric Juhl, Lesley Fix, Sara Hall, Tess
                              Brist, Hillary Sphuler, Heather Porter, Kim Morrison, Mary Tuck, Ginger May. There
                              were 3 others in attendance, but signatures are illegible.
                           Club attendance:  B&F Livestock, Dandy Dudes & Dolls, Flathead Farmers. Flathead Shooting Sports,
                              Glacier View, Golden Spurs, Grandview Supreme, Half Moon Highlanders, Hilltop Riders,
                              Open Horizons, Rocky Mountain Blue Ribbon, Rowdy Ropers, Smith Valley Boosters.
                           Clubs in attendance gave a brief recap of recent club activities.
                           Minutes of the last meeting were read silently. Kim Morrison moved to approve minutes.
                              Tess Brist seconded. Motion passed.
                           TREASURER REPORT:  Balance reported as of May 2025.
                           Sara Hall moved to approve the treasurer report. Sherry Madsen seconded.  Motion passed.
                           COMMITTEE REPORTS:
                           Awards Committee:  Donation amounts were discussed, they will be close to what is needed and buckles
                              have been purchased. Novice and Leadership awards will be purchased soon. Looking
                              for more sponsorships. Permission was given from Sam to do award presentation during
                              fair week.
                           AG Committee:  Next meeting is June 5th 6pm in the 4-H building. FLSO will be asking fair board
                              September 11th about changes to under/over weight animals. 
                           Horse Committee:  Spring roundup went well. June 1st deadline for all forms. Ride meeting Monday.
                              August 1st all record books due.
                           Goat Committee: Next meeting June 11th at 6pm about showmanship.
                           Beef Committee:  Mandatory weigh in went well. The April 26th clinic had the biggest attendance.
                              June 14th hoof trimming for $40. July 19th will be the last clinic. The large animal
                              scale was calibrated.
                           Hog Committee: Next meeting June 3rd. Live clinic June 21st 10:00am Mild Fence Arena. Live clinic
                              July 19th 10:00 am Trade Center. 
                           Sheep Committee:  Weigh-in was May 19th, 50 lambs were weighed. 4 members still need clinics. Line
                              item money was requested. Tess Brist moved to write a check to the sheep committee
                              from the line item. Sara Hall seconded.
                           Small Animal Committee:  Fundraising efforts selling tacos went well. The Police Association donated the
                              last of the funds needed for cages. July 15th 5:00pm is barn clean up and showmanship.
                           Dog Committee:  Nature hike went well and a lot was learned. Agility will be added to the fair.
                           Trail & Packing: N/A
                           OTHER REPORTS
                           Flathead County Foundation/4-H Camp: 6 scholarships were awarded. 48 new mattresses were bought for camp. Glacier Processing/Mark
                              Passmore donated protein for camp. Chainlink fence to be replaced with wood rail fencing
                              June 7th. Raffle tickets are out. Camp cleanup had an excellent turnout. Electrical
                              upgrades to 9 cabins have been completed. 2,200 rainbow trout have been stocked to
                              the lake. June 24th 10AM Swan Valley Connections and Makenzie Day will be putting
                              on a walk and weed pull.
                           Extension: Clubs are urged to review bylaws and make sure youth are in good standing.
Hand to Heart had 7 applicants. Little Chief had 4 applicants. Results will be given
                              at the fair.
Summer/International Exchange: 2 Norwegian students, 20 Japanese students are in need
                              of housing.
Adopt a flowerbed: Flowers have been donated just need to be planted and weeded once
                              a week.
                           4-H Volunteer Institute: October 25th in Billings
                           4-H Electrical Education Kit Purchase- Funds for the kit have yet to be used. Codi
                              and Chance Evenson will be doing research.
                           Murdoch’s Retail Roundup/Tractor Supply: Donation amount was discussed. Committee
                              Formed: Kim Morrison, Mary Tuck, Codi Sorenson and Tess Brist. 4-H Dance Request:
                              4-H youth from another county are wanting to participate. Heather Porter moved to
                              allow the out of county youth to attend fair dance. Kim Morrision seconded. Discussion
                              occurred. Motion passed. 4-H Graduation Cord Requirements: Discussion occurred. Sara
                              Hall moved that in order to be granted graduation cord the member needs to be in good
                              standing and currently enrolled. Codi Sorenson seconded. Motion passed MT Royal: The
                              MT Royal has requested use of 2 scales. Discussion occurred on liability of damage
                              and lease agreement. Sara Hall moved to allow the MT Royal to use both 4-H scales
                              with a lease agreement for breakage. Tess Brist seconded. Motion passed.
                           County Congress: April 19th at VoAg Center, District 2. The event went well and was fun.Service project
                              for first responders was well received. There may need to be changes going forward
                              on the date.
                           Buyer’s Breakfast: District 4 host, district 1 help.
                            
                           OLD BUSINESS:  Summer Camp- July 22-25th. 45 youth are registered. Camp Counselors are in training.
                                 Lunch for camp counselor training June 7th 2025: Kim Morrison moved to have 4-H Council
                                 pay for lunch during camp counselor training and to reimburse Ashli Darrah for previous
                                 lunch. Sara Hall seconded.  Nurse: Nurse is needed, no nights are covered. Discussion
                                 happened.  Adult Volunteer Chaperones: Need adult male chaperones for camp. Camp Counselors
                                 to State Congress: Scholarships would be $250, there are 3 youth and 1 adult going
                                 to state. 2 of the youth are grand champions. Discussion occurred. Kim Morrison moved
                                 to award scholarships to camp counselors going to state, including pre-congress. Sara
                                 Hall seconded. Motion passed Camp Counselor CPR Training: Certification would cost
                                 $20-$25. Sherry Madsen moved to pay for camp counselor CPR training. Heather Porter
                                 seconded. Motion passed. moved to keep camp at $130 to include t-shirt and waive camp
                                 counselor fees. Lux Bain seconded. Motion passed.
                           NEW BUSINESS:  State Congress: 2 Grand Champion and 1 other youth will be attending. Anticipating
                              more youth will register. Districts Switch Duties: This fall districts will switch,
                              this will be announced in the July newsletter. Redistricting will be looked at.  NW
                              MT Fair Round Robin: Sam will be asked about the event. Bigfork 4th of July Parade-
                              Clubs and youth are encouraged to be in the parade. Line up is at 9 AM. 4-H Council
                              Officer Nominations- President and Secretary are due for election. Nominations will
                              take place in July.
                           OTHER ITEMS:  None
                           NEXT MEETING:  Next Meeting: The next meeting is on July 24th, 2025 at 6pm in the 4-H building but
                              due to camp July 31st was offered as an exchange. Sherry Madsen moved to change the
                              meeting to July 31st. Codi Sorenson seconded. Motion passed. Codi Sorenson moved to
                              close the meeting. Tess Brist seconded. Motion passed.

                              WELCOME
                              Thanks for participating in the governance of your local 4-H program. Your county
                                    4-H
                              council, the district council and the Montana 4-H Council are three key elements to
                                    a
                              strong 4-H program built on local decision-making and determination. Whether you are
                              new to 4-H or a long-time participant, this handbook is designed to give you some
                                    tips,
                              guidance and direction for a more effective county 4-H council. By incorporating some
                              of the tried and tested ideas in this handbook, your county 4-H council can become
                                    a
                              strong advocate for youth development in your county, district and within the state.
                              Your county 4-H council is a key element of an effectively functioning 4-H program,
                              because your council depends upon parents and other participants for representing
                                    the
                              interests and values of local 4-H families. Every county should have a county 4-H
                                    council
                              that represents all 4-H clubs within the county.
                              The District Council is comprised of representatives from each county council, and
                              makes decisions regarding district events (like the district leader’s meeting, trainings
                                    and
                              other activities). In Montana there are eight districts. Districts are listed on page
                                    40.
                              The Montana 4-H Council is the state level board that represents all leaders and
                              includes two representatives from each district. This board provides key advice and
                              direction to the state 4-H staff and other groups working on behalf of Montana 4-H.
